Provincial Government

There are several departments within the government of Newfoundland and Labrador that have jurisdiction over some of the activities occurring in and around the Gilbert Bay MPA.  Through specific mandates and empowering legislations, activities such as salmon fishing, aquaculture operations, commercial forestry operations and recreational activities, to name a few, are regulated by the provincial government.  Four main departments within the provincial government involved in management of such activities include:

  • The Department of Fisheries and Aquaculture (DFA)

  • The Department of Environment and Conservation

  • The Department of Natural Resources

  • The Department of Tourism, Culture and Recreation

The Department of Fisheries and Aquaculture (DFA) is responsible for licensing processing facilities and aquaculture sites, policy and planning and new fisheries initiatives, as well as promoting the development of sustainable and viable fishing and aquaculture industries within the province.  They are also responsible for fisheries and aquaculture inspection and regulatory enforcement, as well as policy development and planning.

The Department of Environment and Conservation is responsible for licensing land use and the discharge or dumping of waste.  In addition, licenses are only issued for discharging or dumping waste that is not detrimental to the fish or the fish habitat.  This division is also responsible for Provincial Parks, Ecological Reserves, and Wilderness Reserves within the province.

The Department of Natural Resources manages and conserves the Province's ecosystems, under the principles of sustainable development, using an ecologically based management philosophy, and sound environmental practices.  They ensure that forestry management planning takes into account the potential impact on the watershed.

The Department of Tourism, Culture and Recreation plays an important role in promoting the cultural and natural historic resources of the province.  The majority of activities associated with tourism are managed by other provincial or federal agencies.
